With the increase in the number of International Heats this year, there was an imbalance in the number of teams that could qualify from each Domestic Heat, as the West German heat had already been reserved for the host town. Therefore, in addition to the top three finishing teams from each of the Domestic Heats qualifying for Jeux Sans Frontières, the highest scoring 4th placed team would also qualify.
